Juan Pablo Graf Noriega

Mr. Juan Pablo Graf Noriega served as Head of the Banking, Securities, and Savings Unit of the Ministry of Finance, from December 2018 to February 2020. Before this position, Mr. Graf had an outstanding professional career in Mexico’s central bank (Banco de México) as Director of Financial Stability, from 2011 to 2018. From 2004 to 2010, he was Manager of the Direction for Analysis of the Financial System at Banco de México and Assistant Manager in the same department, from 2000 to 2004. He has a Bachelor’s Degree in Economics from the Universidad Autónoma de México (UAM) and a Master’s Degree in Economics from the University of Cambridge. Mr. Graf also has Ph.D. studies from the same university. Mr. Graf also worked for the Bank for International Settlements (BIS) at the Monetary and Economic Department (1997-2000), being responsible for preparing the discussion notes for the central banks’ meetings organized by the BIS in Basel and Latin America. He also collaborates in the BIS Annual Report elaboration, as well as coordinated and participated in the central banks’ deputy governors’ annual meetings from the main emerging countries. His extensive experience in regulation, supervision, risk analysis, and policymaking for the banking, securities, and non-banking financial sectors displays the Mexican government’s significance to financial stability and financial inclusion.
